1997 Wisconsin Act 27 created a statewide inter-district open enrollment program. Beginning in 1998-99, K-12 students in Milwaukee (and elsewhere) may attend public schools outside their community if space is available. Students may attend pre-kindergarten or early childhood programs if the student's resident school district also provides such a program and if the student is eligible for the program.
In the 2008-09 school year 4,367 Milwaukee students used the program to transfer to other public school districts.
