The Chapter 220 program, enacted in 1976, allows minority students from Milwaukee to attend suburban schools and non-minority suburban students to attend MPS schools. In the 2008-09 school year, 2,525 Milwaukee students attended suburban schools and about 400 suburban students attended MPS schools.
The debate over Wisconsin's 2003-2005 budget, 2005-2007 budget, and 2007-2009 budget has identified the Chapter 220 as an area for potential cutting. However, the program has survived. Read the full story "Future of Chapter 220 in Jeopardy" in the PDF below.
